Abstract City is not only the gathering center of social resources, but also the center of cultural activities. Urban civilization has two implications. In a broad sense, it covers almost all aspects of production and city life. Urban culture includes not only non-material substance such as education, science and technology, literature, art, physical culture, quality of service trades, cultivation of citizens, enterprise management and image of the government, but also material substance, such as art style of architectures, street sceneries, planning and design of squares, statue ornaments, public buildings, historical landscapes and conditions of environmental sanitation etc. In a narrow sense, urban culture refers to the spiritual ideology of urban citizens' production and life. It mainly includes spiritual ideal, such as education, science and technology, language literature and art and spiritual products. It has some following features:①organic comprehensiveness, ②quality of gradation, ③quality of system, ④ epochal character. In addition, it can be divided into different types from different perspectives. The author approaches it from four angles:time of occurrence, state of existence, functional areas and attributes of functional trades. Meanwhile, urban culture is closely linked with urban development:① it is the impetus of urban development and the source of innovation in a cultural sense. ②it is the major symbol of urban development level, and cultural modernization precedes all the other advancements of urban modernization. ③it helps to form up the city image which, to a great extent, is determined by cultural heritages and cultural image. ④a healthy urban culture plays an indispensable part in the sustainable development of urban culture with long-lasting momentum for urban development. Consequently, the author analyses the status-quo of urban culture:①urban culture is not in tune with urban construction. ②The individual character of urban culture is not protruding conspicuously and heavily inclining to the similarity. The author suggests some countermeasures for these inadequacy:①correspondent cultural policies ②urban industries with cultural characteristics ③distinguish the finer parts of culture from those dross ones. ④cultural innovation.
